Position Overview
Provide support to personnel in implementing Force Doctrine Development Programs to establish regular updates to existing doctrine.
Primary Responsibilities/Tasks
Develop Doctrine for existing or identified gaps
Conduct Baseline Analysis and produce Scoping Report
Produce Benchmark Analysis Report
Develop and provide training for varying class sizes utilizing an array of formats, medium and methodologies
Provide train, advise, assist, and mentor (TAAM) support
Minimum Requirements
Ideally, former military Navy or Air Force officer (Major (MAJ), LTC, or Colonel (COL), Government Service civilian (GS-13 to GS-15) or individual with a doctorate level graduate degree in a National Security, Operations Research, or related fields.
Minimum of 15 years of experience working in national security with a minimum of 5 years directly related to doctrine development, education, or publication. Work experience shall include some combination of the following at the minimum: experience in doctrine development for multiple services (Naval, Land, Air Defense and Air Forces), lessons learned and/or division joint planning. Previous experience with gap analysis, baselining, course of action development from collaborative inputs, as well as effectively conveying information and implementation methodology through written communication.
Department of Defense Secret Clearance ideal but not a must if you are clearable.
Travel Required.
Preferred Skills & Knowledge
Graduate level degree in National Security, Operations Research, Public Policy or other related disciplines from an accredited College or University.
Joint Professional Military Education (PME) Level I & Level II.

Position Overview
Provide support to the KSA military personnel in reviewing and updating the current scope of the HR administrative services, setting performance targets for the administrative services, identifying key Service Level Agreements (SLAs), and implementing additional supporting systems for the new HR administrative services.Duties And ResponsibilitiesHR Capability: The (Joint) J1: Military Personnel and Talent, (Joint Forces Command) JFC1 and (Force) F1: Personnel and Talent are administrative offices in the context of the following sub-paragraphs.Provide support to the KSA military personnel in reviewing and updating the current scope of the HR administrative services, setting performance targets for the administrative services, identifying key Service Level Agreements (SLAs), and implementing additional supporting systems for the new HR administrative services.Utilize TAAM methodologies:

Identify and incorporate updates to the current KSA SLAs

Minimum Job Requirements
Minimum of 20 years of Department of Defense experience, (Navy or Airforce highly preferred) inclusive of not less than 15 years of Human Resource field experience
Work experience shall include at the minimum: developing force structure, manning requirements, organization, procedures, processes, and budgeting. Previous human resources experience developing, conceptualizing, and establishing service-wide Human Resource strategy and policy development
Human Resources focused degree from an accredited College or University
Experience on the Joint Staff J1

The Strategic Planning Manager provide support to the KSA military personnel in conducting a comprehensive review and assessment of the current Strategic Programs Office to revise the organizational authorities, roles, functions, mission tasks and architecture to counter Chemical, Biological, Radiological, and Nuclear (CBRN) threats. The Strategic Planning Manager will provide Train, Advise, Assist, and Mentor (TAAM) support in KSA military related fields to develop the capability and meet requirements that will strengthen the skills required to successfully perform mission requirements.
Responsibilities / Duties
Develop a Project Execution Plan, including an internal document to drive process
Conduct a Baseline Analysis and producing a Scoping Report to include:

Determine the current capabilities
After Action Review (AAR) from organization’s responses, manning, equipment, C2, planning, training, doctrine, education, and integration with supported organizations (flow of reporting between organizations)
Produce a Benchmark Analysis Report to include:

Address Crisis Response, support to Civilian Agencies, and Federal Emergency Management Administration (FEMA) requirements (such as structure, manuals, training, planning, command and control, interagency relationships, logistics, etc.)
Evaluate Civil Response Training and Training Organization Recommendations
Validate and implement organizational structure, restructuring plan, roles, functions and tasks, and revise authorities, responsibilities, and architecture to optimize capabilities to counter and respond to CBRN threats/events
Define national policy and strategy, along with processes and procedures
Develop and execute tabletop exercise
Validate solutions implemented to close capability gaps
Validate assessment of MOD manpower and equipment requirements and processes and procedures
