Research Social Scientist Job in US Forest Service

Duties

Duties listed are at the GS-13 level.
Design, develop, and conduct social science research to help inform forest and natural resources management and policy.
Research and understand social-ecological systems in island communities in the context of sustainability, biocultural resource stewardship, and community resilience.
Study and describe relationships between forest-based communities, tribes and national forest management and policy and consideration of diverse forest governance strategies, such as co-management.
Develop new conceptual frameworks, decision tools, models, or approaches that help improve the ability of resource managers and planners to make decisions.
Share and disseminate research findings through workshops, webinars, trainings, or field visits to help practitioners understand the science and its implications and consider ways of applying this knowledge to address management needs.
Collaborate with resource management partners from government agencies, tribes, non-government organizations and community groups to conduct research of high relevance.
Design better strategies for engaging the public in conversations about forest management leading to more responsive management decisions.
Use statistics, qualitative analysis, geospatial analyses, demographic analysis, social media analysis, network analysis, and/or analysis of field data to characterize and predict relationships among people and forest ecosystems.
Writing for (a) academic audiences in the form of scientific manuscripts; (b) professional audiences in the form of technical reports or manuals, and (c) nonscientific audiences in the form of story maps and other accessible communication forms.

Qualifications

This is a research scientist position and is classified under the scientist career plan. Research scientists demonstrated ability to perform research of recognized importance to science and technology. Research Scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual’s grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.

Selective Placement Factor (SCREEN OUT): Education or experience must contain evidence of conducting social science research as it applies to ecosystem function and resilience. Basic Education Requirement for 0101 Social Science Series: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Combination of education and experience – that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Minimum Qualifications for GS-12 Level. One year of specialized experience at or equivalent to the GS-11 grade level in all of the following:

-Conducting a diversity or body of research as a Principal Investigator or project member on multiple studies that include the full cycle of scientific research (i.e. identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: conducting research to understand and address landscape change, science driven strategies to promote diverse and productive terrestrial and aquatic systems, biocultural science and stewardship.

-Conducting social-ecological analyses of threats from a changing environment to the relationships between biophysical attributes of public lands and people, disseminating results in peer-reviewed journals or other appropriate outlets.

-Creating products or information with application for the management or planning related to community resilience, recreation and tourism, tribal engagement, and/or collaborative governance considered within the context of climate change through co-development of knowledge with managers and planners.

Minimum Qualifications for GS-13 Level. One year of specialized experience at or equivalent to the GS-12 grade level in all of the following:

-Leading and conducting a diversity or body of research as a Principal Investigator or team member on multiple research teams including the full cycle of scientific research (i.e. identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: conducting integrated multidisciplinary research to support development of collaborative stewardship approaches that account for interactions among socioeconomic, ecological, and physical factors, with an emphasis on biocultural resource stewardship. Development of approaches to shared stewardship of natural and cultural resources challenged by global change, rising populations, growing per-capita consumption, and the need for sustainable collaborative stewardship of natural resources. Science driven strategies to promote diverse and productive terrestrial and aquatic systems, biocultural science and stewardship.

– Designing a coordinated research effort with academic, tribal, and land management partners to integrate community well-being with ecosystem health in natural resource policy and management that contributes to social, economic, and ecological sustainability in rural places or island communities.

-Functioning as a science leader in one or more fields, exemplified by editorship for a scientific journal; service as a chair, co-chair, or vice chair of a scientific society; or convening scientific workshops, organizing symposia, or other appropriate activities.

Education
Substitution of graduate level education for qualification at GS-12 grade level: conferred Ph.D. degree or equivalent doctoral degree in a research area related to the work of this position. Acceptable fields include social science as applicable to the human dimensions of natural resource management. This may include coursework in areas such as advanced social science techniques, or human dimensions of natural resource management. There is no substitution of education for experience at the GS-13 level. Applicants must possess one year of specialized experience at or equivalent to the GS-12 level to qualify.
